Manhunt Monday - Derral Blackston

On June 10, 2010, Las Vegas Metro Police say Derral Blackston became involved in a violent confrontation with his girlfriend. During this incident, police say Blackston punched and strangled her numerous times, at times picking her up off of the ground by her throat.

Because of this incident Blackston is wanted for:

• Battery, domestic violence, and
• Felony domestic battery by strangulation.

Derral Wayne Blackston is a black male adult, 21 years of age, standing 5'10" tall and weighing approximately 160 pounds with black hair and brown eyes. Blackston has multiple tattoo’s including:

• A tattoo sleeve on his left arm,
• The word ‘crip’ on his right forearm,
• A picture of a dollar sign on the front of his neck,
• The words ‘heartless hustler’ on his right hand, and
• The initials ‘bk’ on his right forearm.

Blackston is known to frequent the area of the 4900 block of East Owens and the 5700 block of Missouri Avenue, both in East Las Vegas.

Prior to these crimes Blacksont’s criminal history included arrests for:

• Convicted person - failure to register,
• Possession of a firearm by a prohibited person,
• Robbery,
• Affray,

Manhunt Monday - Darrell Brown

According to LVMPD, on May 28, 2010 at approximately 11:30 p.m. Darrell Brown became angry while at the residence of his girlfriend, who was attempting to call the police and report a burglary in which Brown was thought to be the suspect. The argument turned into a violent domestic battery, during which Brown repeatedly attacked his victim, injuring her. Brown left the residence before officers arrived.

 

Because of this criminal activity Darrell Ramon Brown is wanted on outstanding warrants for:

• Coercion, and
• Battery, Domestic Violence.

Brown is also wanted by the United States Marshall’s Service on an unrelated arrest warrant for being an ex-felon in possession of a firearm.

 

Darrell Ramon Brown is a black male adult, 30 years of age, standing 6'5" tall and weighing approximately 260 lbs. with black hair and brown eyes. He has the words “united we stand / divided we fall”, and either the picture of a scorpion or the word “scorpion” tattooed on his back. Brown sometimes goes by the alias of Darrell Metcalf, and has a street name of “Goofy”. His last known address was in the 1800 block of North Decatur Boulevard in Las Vegas.

 

Prior to this Brown’s criminal history included arrests for:

• D.U.I. - Controlled Substance,
• Possession of a firearm by a prohibited person,
• Possession of a controlled substance with the intent to sell,
• Discharging a firearm from a vehicle,
• Attempt murder with a deadly weapon,

Manhunt Monday - Tirso Dominquez

On May 7 , 2010, LVMPD says Tirso Dominguez became involved in a violent physical altercation with his wife. During that incident he held a handgun to his victims head before she was able to break free, and flee to the safety of a neighbor’s residence.

 

Dominguez fled the area prior to the arrival of officers. Because of this crime he is wanted for:

• Assault with a deadly weapon and
• Battery, domestic violence

Tirso Dominguez is a white male adult, 45 years of age, standing 5'10" tall and weighing approximately 160 lbs. with brown hair and brown eyes. Dominguez, who sometimes uses the last name of “Ginez”, may be driving a blue Toyota pickup. His last known address was in the 2200 block of Constantine Avenue near downtown Las Vegas.

Prior to this incident Dominguez had no known local criminal record. Tirso Dominguez should be considered armed and dangerous. Manhunt Monday - Davion Cole

On September 17, 2009, Las Vegas Metro Police say Davion Cole became involved in an altercation with his live-in girlfriend. During this incident he pushed several times, then fled the area in her vehicle. Cole later returned the vehicle to the victims apartment complex, and then fled again before officers could arrive.

 

Because of this incident Cole is wanted for:

• Battery, domestic violence.

Cole may have fled the scene of that crime because he is also wanted on other warrants including:

• Burglary - five counts,
• Home invasion - five counts,
• Grand Larceny - four counts, and
• Burglary - forced entry into a residence.

Davion Tamarie Cole is a black male adult, 24 years of age, standing 5'9"tall and weighing approximately 180 lbs. with black hair and brown eyes. He has the words “compton crippin” tattooed on his left forearm, and sometimes spells his first name “Devion”. His last known address was at an apartment complex in the 4400 block of East Karen.

Cole’s criminal history include the crimes of:

• Battery domestic violence,
• Obstructing a Police Officer, and
• Traffic related offenses.

Manhunt Monday - Lotoa Toalepai

In the early morning hours of April 1, 2010, Metro Police say Lotoa Toalepai became involved in a violent domestic dispute with his girlfriend, and mother of three of his children, in their apartment in the southwest part of Las Vegas. The argument continued for several hours, with Toalepai physically attacking her several times. During one of the attacks police say Toalepai stole money and other items from his victims purse. Neighbors heard her screams for help and called the police, however Toalepai fled the residence before the arrival of officers.

Because of this latest crime Lotoa Toalepai is currently wanted for:

• Battery, domestic violence and,
• Larceny from a person.

Lotoa Toalepai is a Pacific Islander male adult, 29 years of age, standing 5'10" tall and weighing approximately 200 lbs. with black hair and brown eyes. His last known address was an apartment in the 4500 block of South Durango Drive in Southwest Las Vegas.

Toalepai has numerous tattoos including:

• A picture of a clown bracketed by the words “COMPTON” and “TOALEPAI” on his right bicep,
• The word “SAMAO” on his upper left arm,
• The word “TOALEPI” on his right forearm,
• The word “PRIDE” on his upper right arm,
• The initials “HP” on his left forearm,
• A picture of a tribal band on his left arm, and
• The words “MOM /DAD” on his right arm.

Toalepai has a long and violent criminal history, including arrests for:

• Possession of a controlled substance,
• Obstructing a police officer
• Multiple arrests for battery, domestic violence,
• Harassment,
• Resisting a police officer,
• Multiple arrests for possession of narcotics paraphernalia,
• Possession of false I.D.,
• Multiple arrests for possession of a controlled substance with intent to sell, and other narcotics related crimes,
• Intimidating a police officer,
• Possession of a credit card without consent,
• Resisting arrest,
• Numerous traffic related offenses,
• Possession of an unregistered firearm, and

Manhunt Monday - Corey Rowe

Corey Terrell Rowe is a black male adult, 21 years old., standing 5'7" talland weighing approximately 153 lbs. with brown hair and brown eyes. Rowe has tattoo on his left wrist of the four letters KKKK, and may possibly be associated with a local criminal gang. Rowe’s last known address was in the 4400 block of Shalimar Avenue in Las Vegas.

Rowe is currently wanted on five separate warrants stemming from five separate criminal acts.

On July 29, 2008, Metro Police say Rowe was involved in the attempted murder of a fellow gang member in the 3700 block of Glen Avenue in Southeast Las Vegas, and is wanted for Ex-Felon / Prohibited person in possession of a firearm in connection with that crime.

On January 4, 2009 Metro says Rowe and several accomplices kidnaped and robbed a victim in the Northwest part of Las Vegas, eventually forcing him to strip naked before taking all of his possessions. Rowe is wanted for Conspiracy to commit a crime in connection with this event.

And Metro accuses Rowe of domestic violence crimes on three separate occasions; June 8, 2009, June 30, 2009, and again on August 5, 2009 Rowe severely beat his live-in girlfriend. On one of the occasions Rowe attempted to strangle her, and on another he produced a handgun and threatened her. Because of these crimes Rowe is wanted for:

• Ex-Felon in possession of a firearm,
• Domestic battery, and
• Domestic battery by strangulation

Corey Terrell Rowe’s Criminal history includes arrests for:

• Possession of a stolen firearm,
• Possession of a firearm by a prohibited person,
• Obstructing a police officer,
• False info to a police officer,
• Attempted possession of a firearm by a prohibited person,
• Discharging a firearm at a structure,
• Robbery,

April's First Tuesday - Anger Management

The following is a news release from LVMPD:

Crimes like domestic violence, road rage, assault, and murder often share an underlying contributing factor: anger.

In an attempt to take a different approach to crime prevention, Metro is offering the public a unique educational experience at its April 6th First Tuesday program. As part of the evening’s program, audience members will hear a presentation on anger management from mediators from the Clark County Neighborhood Justice Center. The lecture will include tips on how to control negative emotions and prevent inappropriate and dangerous behavior.

Metro’s First Tuesday program is an open house style event that takes place at each area command on the first Tuesday of every month. The program begins at 7 p.m.
Each area command presents a lecture on a pre-selected topic, as well as information pertaining to the local neighborhood.

This is a great chance for the public to come out and meet the men and women who police their neighborhood.

Domestic Violence

Las Vegas Metro's Public Information Office produced this video with Janay Williams, a domestic violence victim, to encourage victims of domestic violence to seek help.

Metro also has made an effort to make its website easier to navigate for people looking for information about preventing and coping with crimes against youth and family, including domestic violence, sexual violence, and abuse against children and the elderly.

Manhunt Monday - Thanh Lai Ngo

On November 18, 2009, Las Vegas Metro Police say Thanh Lai Ngo and his girlfriend became involved in a domestic dispute outside of their vehicle which had pulled to the side of the road. Ngo allegedly attacked the victim, shaking her violently and then forcing her into his vehicle before speeding off. Alert citizens saw the attack, and called Metro, who arrived quickly and found the vehicle in the parking lot of a nearby convenience with both the suspect and victim still inside. Officers arrested Ngo, however he was released on bail and has failed to appear in court to answer for his crime.
Thanh Lai Ngo is an Asian Male, 28 years of age, standing 5'6" tall and weighing approximately 160 lbs. with black hair and brown eyes. His last known address was in the 10000 block of Swimming Hole Street in southeast Las Vegas.

Thanh Lai Ngo is currently wanted for the crimes of:

• Battery Domestic Violence [misdemeanor], and
• Felony Coercion.

Prior to this incident Ngo had no known local criminal history.

Manhunt Monday - Gary Bunn

     Las Vegas Metro Police are looking for Gary Lamont Bunn. He is a black male adult, 41 years age, standing 5'9" tall and weighing approximately 210 lbs. with black hair and green eyes.

     On May 13 , 2009, Metro Police say Bunn became involved in a violent domestic dispute with his live-in girlfriend, who is the mother of his infant child. After spraying the victim in her face with a can of disinfectant cleaner, Bunn Punched her in the face and attempted to strangle her. When officers arrived at the residence, located in the 9600 block of West Russell Road, they discovered Bunn had fled the area in the victims gold 1998 Lexus.

     Because of this crime Gary Lamont Bunn is currently wanted on outstanding warrants for:

• Battery, domestic violence [misdemeanor], and
• Domestic battery by strangulation [felony].

Family Focus: Domestic Violence

2009 was a good year for LVMPD's efforts to reduce domestic violence. The Crimes Against Youth and Family Bureau started a Lethality Assessment Program in 2009. By asking 11 carefully designed questions, officers try to determine if a victim of domestic violence is at high risk of becoming a murder victim during a future attack. Nevada also enacted a law making strangulation during a domestic violence attack a felony. Captain Vincent Cannito believes both developments are a factor in a decline in calls for service to help domestic violence victims.

By the Numbers: Northwest Area Command

I started my concersation with LVMPD Northwest Area Command Capt. Csaba Maczala on Wednesday with a simple question: What's going on in the northwest? He said a conversation about crime statistics has to start with homicide.
As of 12/5/'09, there had been 17 homicides in the NWAC in 2009. That's a 41.67% increase. Homicides are down for Metro overall, by 7.44%. Any police manager will tell you that homicide is one of the most difficult crimes to predict and prevent. Preventing other types of crimes, especially violent crimes, will help reduce the number of homicides. Metro is aldo working on its approach to domestic violence, since many homicides have a link to prior domestic violence incidents.

Manhunt Monday - David McCoy

In March 2008 David Kartez McCoy became involved in a domestic dispute with his ex-girlfriend. The argument turned violent, and McCoy battered his victim. Officers located McCoy several months later and arrested him on that charge, along with other outstanding warrants for similar crimes. McCoy was subsequently released on bail, and has failed to appear in court as ordered.

David Kartez McCoy is currently wanted for:
• Felony Battery - domestic violence; three or more priors in seven years,
• Felony Battery with a deadly weapon with substantial bodily harm, and
• Misdemeanor Battery, domestic violence

McCoy is a black male adult, 38 years of age, standing 5'7" tall and weighing approximately 200 lbs. with black hair and brown eyes. McCoy also uses the last names of “Ford” and “McCoyford”, and sometimes goes by the street names of “Mac” and “Mac-d”.

McCoy has the following tattoo’s:
• “Lil Lawrence RIP” on his abdomen,
• The words “Dejah Taje” and “”Pay me or pay me no attention” on his chest,
• The words “Zig Zag Man”, “Student of Game”, “Big Syko” , and the phrase “Do 3's get to go to Heaven”, all on his right upper arm,
• The words: Hustler” and “Preces”, and the phrase “Who do you believe in” on his left arm, along with a picture of a cross,
• Chinese writing on his right forearm, and
• The Star of David on his left forearm.

McCoy has an extensive criminal record, including arrests for:
• Battery,
• Multiple arrests for battery domestic violence,
• Convicted person failure to change address,
• Contempt of Court,
• Possession of marijuana, and
• Over 30 traffic and vehicle related violations.

Manhunt Monday - Desiree Boucher

Metro pressed state lawmakers for a new law this year, increasing the penalties for attempted strangulation during a domestic violence situation. Now Metro is trying to locate one of the first people charged under that new law.

Desiree Dahlia Boucher is a white female, 32 years of age, standing 5'10" tall and weighing approximately 130 lbs. with brown hair and brown eyes. Her last known address was in the 7200 block of Las Vegas Boulevard North.

In June of 2009 Boucher became involved in a violent domestic dispute with her husband. Boucher struck the victim several times, and the placed her hands around his neck in an attempt to choke him. Officers arrived in time to stop Boucher, and arrested her for both that attack and several additional arrest warrants.

Desiree Boucher failed to appear in court as required, and is now wanted for:
• Battery domestic violence,
• Domestic battery by strangulation, and
• Failure to yield the right away.

Prior to these events, Boucher’s criminal history included arrests for:
• Obstructing a Police Officer,
• Traffic related offenses,
• Trespass,
• Loitering for the purpose of prostitution,
• Attempted escape,
• Battery domestic violence, and
• Soliciting prostitution.

Quicker Help for people who may not even know they are at risk

Metro's Crimes Against Youth and Family Bureau is trying to become more proactive in all of its areas. One statistic Captain Vincent Cannito would like to see come down is the 44 homicides in 2008 identified as "intimate-partner related." Many are the result of Domestic Violence.

In an attempt to identify which victims of domestic violence are most likely to become future homicide victims, Cannito and his team looked at research out of Maryland, based on 25 years of crime data. They boiled it down to eleven questions.

1. Has your partner (or whoever the aggressor is) ever used a weapon against you or threatened you with a weapon?
2. Has he or she ever threatened to kill you or your children?
3. Do you think he/she might try to kill you?
4. Does he/she have a gun or can he/she get one easily?
5. Has he/she ever tried to strangle you?
6. Is he/she violently or constantly jealous or does he/she control most or all of your daily activities?
7. Have you left him/her or separated after living together or being married?
8. Is he/she unemployed?
9. Has he/she ever tried to kill himself/herself?
10. Do you have a child that he/she knows is not his/hers?
11. Does he/she follow or spy on you or leave threatening messages?

This list of questions will be given to the patrol officers, who are usually the first to respond to a domestic violence call to police. If the person answers yes to any three questions, the officer will offer to make a phone call and put the victim in direct contact with one of several service agencies in the area. This can all happen before a detective even starts investigating. Since the suspect often runs before police arrive, placing the phone call at this point can get the victim needed help before the suspect returns and potentially commits more violence.
