First Tuesday - Crime Prevention

Here's an announcement from Metro about First Tuesday, coming up on Oct. 6.

Metro encourages the public to implement crime prevention measures. On Tuesday, October 6, 2009, the topic for the First Tuesday programs will be Crime Prevention. Each area command will offer safety tips to participants. Topics will vary from area command to area command based on the needs of the local neighborhood. Sample topics include home security, locksmith scams, and tourist safety.

On the first Tuesday of every month, each LVMPD Area Command hosts a “First Tuesday” program for the public. The First Tuesday programs always start at 7:00 p.m. and include a free lecture about a law enforcement topic. Issues pertinent to local neighborhoods are also discussed.

The purpose of the First Tuesday program is to make the police department more accessible to the public, and to encourage citizens to visit their neighborhood area command.

The public and the media are welcome to attend any First Tuesday program; there will be one at each LVMPD area command.
For the exact crime prevention topics that will be discussed at your local area command, please contact the area command and ask for the Crime Prevention Specialist or Community Oriented Police Officer.

Manhunt Monday - Carlos Sibrian


Carlos Alcides Sibrian is a sex offender, who is required by law to register his address with law enforcement. Metro says he has not registered. He is currently wanted on a felony warrant charging him with one count of:
• Failure to register or change address by sex offender.

Sibrian is a Hispanic male adult, 25 years of age, standing 5'8" tall and weighing approximately 160 lbs. with black hair and brown eyes. He uses several names, including Guilian Mejivar and Carlos Sarballo. Sibrian also goes by the street name “Scrappy”. His last known address was in the 1000 block of East Fremont.



Carlos Alcides Sibrian has multiple tattoos including:
• The initials “LASC” on his left forearm,
• The numbers “323" and “213" on his left forearm,
• A spider on his left arm,,
• A cross on his left arm, and
• The words “only God can judge me”, also on his left arm.
Sibrian’s criminal record includes:
• Numerous arrests for being a sex offender and failing to change address,
• Battery domestic violence,
• Obstructing a Public Officer,
• Interstate transportation and sale of drugs,
• Possession of a controlled substance - marijuana, and
• Ex-felon in possession of a concealed firearm

Carlos Alcides Sibrian should be considered armed and dangerous. Anyone with any

Walk against Child Trafficking

We got this news release about an important event on Saturday...

WALK TO RAISE AWARENESS AND FUNDS TO COMBAT CHILD TRAFFICKING, SLAVERY AND PROSTITUTION TO BE HELD IN DOWNTOWN LAS VEGAS, SEPT. 26

Illegal prostitution is rampant in Las Vegas and one of its most egregious forms is the trafficking of children. Las Vegas has become a magnet for predators to prey on children from all over the U.S. for the purposes of trafficking, slavery and prostitution. In a recent 13 year period, nearly 1,500 children from 40 states were identified as victims of sex trafficking in Las Vegas. Additionally in one month in 2007, 400 prostituted children were found on the streets of Las Vegas.

On the weekend of September 26-27, Stop Child Trafficking Now (SCTNow), a nationwide nonprofit organization dedicated to eliminating child trafficking will be holding a “walk” in 50 locations throughout the U.S. to raise awareness of the problem and funds to combat it. Las Vegas will be one of the sites and the walk will be held in downtown Las Vegas on Saturday, September 26, beginning at 5:20 p.m.

SCHEDULE:
·3:30 p.m. Featured Programs On Display
Representatives from local/national non-profits working to
fight child slavery and prostitution in Las Vegas will be
available to answer questions and distribute literature.

·4 p.m. Registration

·4:30 – 5:15 Program
Speakers sharing case studies about trafficked youth.
-- Larry Lovelett from Nevada Partnership for Homeless
Youth will share on “Breaking Down the Walls: Family,
Homelessness, and Industry.

·5:20 – 6 Walk
Walk will begin and end at corner of Fremont and North
8ths streets. Route will go to 9th Street, Gass Avenue, 6th
Street, Hoover Street, Las Vegas Blvd, Fremont and 8th.

·6:10 – 6:30 Program
Speech by Dr. Alexis Kennedy, UNLV, on “Serious
Solutions for a Demanding Problem: Four Integral
Strategies for Ending Slavery.”

Manhunt Monday - Michael Shane Saunders


In April of 2009, Michael Shane Saunders became involved in a violent physical confrontation with a female relative. During this fight the victim was
punched by Saunders in the mouth. Saunders fled prior to the arrival of
officers.

Several weeks ago Metro detectives were close to capturing Saunders. As the officers were entering the front of a business to arrest Saunders a fellow employee managed to warn him of the arrival of officers. Saunders fled out the rear of the business and escaped.

Saunders is a black male adult, 30 years of age, standing 5'10" tall with black hair and brown eyes. Saunders weight varies, and is usually between 185 and 235 lbs. His last known address was in the 300 block of Sturgeon Lane in Las Vegas.

Saunders has numerous tattoo’s including:
• “Big Mike” across his back,
• Multiple tattoo’s on both shoulders,
• “Trust no Bitch” on his left arm,
• Pictures of playing cards on his left arm,
• A cross on his right forearm,
• The name “Kiera” on his chest,
• A picture of calenders on his abdomen,
• The word “sparkle” on his right upper chest,
• A picture of a family scroll on his left arm,
• A picture of a smoking gun on his left lower abdomen,
• The name “Kiana Lynne” on his right chest, and
• Multiple oriental symbols on his right arm.

Saunders is currently wanted foe one count each of:
• Felony child abuse,
• Battery - domestic violence, and
• Battery - domestic violence 2nd offense.

Prior to this event Saunders had an extensive criminal record including arrests for:
• Numerous domestic violence related crimes,
• Battery, and Battery with substantial bodily harm,
• Possession of a controlled substance,
• Possession of a controlled substance with intent to sell,
• Robbery, and robbery; victim over 65, and
• Possession of a stolen vehicle.

Mac & Metro

During the holiday season Metro police officers host numerous charitable programs to benefit the community. To help fund those community-based programs, Metro officers are teaming up with the Macaroni Grill for “Mac & Metro.”

On Friday, September 25 , the Macaroni Grill on Lake Mead and Rainbow will host a fundraiser th to benefit Friends of Metro, a non-profit organization that supports the Las Vegas Metropolitan Police Department by providing funds, training resources, and support not otherwise covered through the customary budget process.

Specifically, money raised at Mac & Metro will be used to support upcoming child-based community events like Metro’s Trunk-or-Treat and Santa Cops. During Mac & Metro, LVMPD officers will volunteer their time to collect donations at the restaurant; they will even help serve food for an extra tip.

The media and the public are invited to attend Mac & Metro.

Manhunt Monday - Carlos Henriquez


On March 14, 2009 Carlos Antonio Henriquez was the driver of a 1999 Dodge Ram pickup which was involved in a multi-vehicle collision at the intersection of East Tropicana and South Titanium Ave. in the Southeast part of Las Vegas. James Corrao was killed in that crash.

Carlos Henriquez is a Hispanic male adult, 53 years of age, standing 5'6" tall and weighing approximately 165 lbs. with black hair and black eyes. His last known address was in the 4800 block of Merrill Circle in Las Vegas.

Henriquez’s truck struck Corrao's 2004 Harley Davidson motorcycle, ejecting and killing Corrao. Corrao's wife, Debbie, was forced to lay down her bike to keep from also being struck.

Henriquez fled the scene and crashed into a fence a block from the accident where witnesses detained him until the police arrived. Henriquez was arrested for multiple charges that night, and was booked into the Clark County Detention Center. For reasons detailed in a Crimetracker 3 Special report in July, Henriquez was released with no bond.

He later failed to make his scheduled court appearances, so warrants were issued for:
• Felony driving under the influence of alcohol involving death,
• Leaving the scene of an accident with injury,
• Unsafe lane change, and
• Open container in vehicle - alcohol.

Prior to this incident Henriquez had no known criminal record.

Metro offers foreclosure seminar

The LVMPD recognizes that many valley neighborhoods have undergone changes due to the current economic challenges. Whether you are faced with losing your home or live in a neighborhood with vacant houses, there are services and options available to you. In response to these concerns, the LVMPD is offering a night of information for community members.

Participants available to offer assistance include LVMPD Crime Prevention, Old Republic Title Company, real estate law attorneys, loan modification representatives, and mortgage lenders.

While there are many sources of information available regarding the foreclosure crisis and the impact on communities, this evening of information is offered to provide discussion, options, and assistance with related concerns.

The seminar will take place on Tuesday, September 8, 2009. The seminar is free, however seating is limited to the first 60 people. Seating begins at 6:45 p.m. and the program will take place from 7:00 p.m. to 9:00 p.m. The location is the South Central Area Command at 4860 S. Las Vegas Boulevard.

Manhunt Monday -- Ana Marie Balos


Update: Balos was captured October 1, 2009 thanks to a tip from someone who saw her face on a News 3 Manhunt Monday report.

In December of 2008 Ana Marie Balos attempted to cash a forged check at a local casino by presenting fraudulent identification to casino cage personnel. She was detained by casino security, and when Metro Officers arrived she was placed under arrest. The following day Balos was released from jail on her own recognizance, and has failed to appear in court as required to answer the charges.


Warrants have now been issued for Ana Marie Balos charging her with one count each of:
• Burglary,
• Forgery,
• Attempted theft, and
• Possession of false identification.

In an additional but unrelated case, Balos is also wanted on outstanding warrants charging her with:
• Conspiracy to violate the controlled substance act,
• Sale of methamphetamine, and
• Trafficking in methamphetamine,

Ana Marie Balos is an Asian female, 37 years of age, standing 5'6" tall and
weighing approximately 165 lbs. with brown hair and brown eyes. Her last known
address was in the 3900 block of Blairmore in North Las Vegas.

Balos’s criminal history includes arrests for:
• Trafficking in a controlled substance,
• Sale of a controlled substance,
• Violation of the controlled substance act,
• Conspiracy to commit theft, and
• Conspiracy to commit burglary.
